Use existing owner-local test infrastructure. Verify symbol access and project references. Do not create duplicate test projects, fixtures, CI steps, MSBuild targets, or module.yml entries.

For locale and culture tests, treat en-US as structural truth. Verify ru-RU keys, attributes, variables, selectors, relative file paths, ordered positions, fallback, persistence, repeated switching, and cleanup.

Run exact canonical commands, preserve failures, never edit SPDX metadata, and never weaken assertions for green CI.
