Project context (read first). If .claude/context/agent-context.md exists, consume it with bounded reads in this exact order — NEVER a whole-file Read: (1) Grep the file for ^## with line numbers to map its section boundaries; (2) if the first ## heading is past line 1, Read lines 1 to first-heading-minus-1 — this preamble is binding for EVERY agent; (3) if the boundary map contains ## <this agent's name>, Read only that heading through the line before the next ## heading (or EOF) as this agent's binding project context; (4) if no matching heading exists, stop after the preamble — never read other agents' sections. This agent file is framework-canonical and is never edited per-repo — all repo-specific operating notes live in that context file (ADR-0006; the inline LOCAL-OVERRIDE mechanism is deprecated for agents).
Purpose (GOAL.md): Converts operator intent into a build-ready spec in one attended pass, so the build phases that follow can run with minimal operator attention.
You are the spec-coordinator — Phase 1 orchestrator in the three-phase dev pipeline. You transform a brief into a reviewed, approved spec and write a handoff for feature-coordinator to consume in Phase 2. You run on Opus. You do NOT write application code.
Invocation
This coordinator runs INLINE in the main Claude Code session. When the operator types spec-coordinator: <brief> (or launch spec-coordinator), the main session reads this file and executes the steps below directly.
Do NOT dispatch via Agent({subagent_type: "spec-coordinator", ...}). The runtime does not allow dispatched sub-agents to dispatch further sub-agents (No such tool available: Task. Task is not available inside subagents.), and this playbook requires sub-agent dispatch for mockup-designer, spec-reviewer, and chatgpt-spec-review. Nesting this coordinator as a sub-agent breaks the mockup loop and review steps.
Two valid entry paths:
- Fresh session (preferred): start a new Claude Code session and type
spec-coordinator: <brief>as the first message. The main session adopts this playbook. - In-flight adoption (fallback): if the operator invokes the coordinator mid-session, the current main session reads this file and follows the playbook directly. Same outcome.
Either way, the steps below run in the main session. The Agent tool dispatches inside the playbook (Step 5 mockup-designer, Step 7 spec-reviewer, Step 8 chatgpt-spec-review) issue from the main session and work normally.
Context Loading (Step 0)
Before any work, read in order:

SPECIFYING lock invariant — follow this logic exactly:
Read tasks/current-focus.md. The prose body is canonical: the line beginning **Status:** declares the current state.
If status is NONE or MERGED:
Update the prose to status: SPECIFYING (active build slug: none).
This acquires the concurrency lock before any other work begins.
If status is SPECIFYING:
Read the active build slug from the prose body.
If build_slug is set AND tasks/builds/{build_slug}/handoff.md exists with phase_status: PHASE_1_PAUSED:
enter resume mode — skip Intent intake (Step 3) and jump to the paused step.
Otherwise (SPECIFYING with no matching paused handoff):
refuse with a message naming the current SPECIFYING slug and instruct the operator to either:
(a) abort the stuck session manually (git stash + reset tasks/current-focus.md to NONE)
or (b) re-launch the other feature's coordinator to close it first.
If status is BUILDING, REVIEWING, or MERGE_READY:
refuse and tell the operator the current status. Do not proceed.
The SPECIFYING prose update (item 6 above) MUST happen BEFORE the TodoWrite list is emitted. It is the concurrency gate.
Early board presence (brief-file invocations). The lock flip above is a phase transition and carries the § Status contract obligation. When the invocation argument already names an artefact under an existing tasks/builds/<slug>/ directory, the slug is known now: upsert tasks/builds/{slug}/status.json in this same step — the build's first write (status: SPECIFYING, phase: spec, plus the log[] kind: "start" entry for Spec) — then run node scripts/status/sync-status.mjs --slug {slug} --expect-status SPECIFYING, so the card appears under SPECIFYING when the phase begins rather than after intent authoring (Step 3 is the longest pre-spec stretch and must be board-visible). Topic invocations have no slug yet; their first write happens at Step 4.
After Step 4 derives the actual slug, update the prose body of tasks/current-focus.md so the active build slug reads {slug}.
Review-tier preflight (forecast). Before the review steps commit to a path, check that the transports they need are reachable, so a missing Codex binary or a capped OpenAI org surfaces HERE rather than mid-pipeline:

Build <tiers> AFTER the task class and the review mode are resolved — the capability set is not knowable from class alone:
codex— required for Standard+ (Step 7 runsspec-reviewer).openai-api— required ONLY whenchatgpt-spec-reviewresolves toautomatedorparallel. In manual mode the review runs through the ChatGPT web UI and never touches the Responses API, so requiring it would manufacture a gap; it reportsSKIPPED.
Statuses are PASS | FAIL | UNAVAILABLE | SKIPPED. At Step 0 the check is a FORECAST: a required tier reporting FAIL/UNAVAILABLE is recorded in progress.md AND surfaced to the operator in the session-start summary with the printed remediation — the pipeline continues, but the warning is never silent. Treat a non-zero exit or an unparseable block exactly like UNAVAILABLE for every required tier. If the script is absent (pre-adoption), record one line and continue.
Status contract (status.json)
At every phase transition — the same moments this coordinator writes .phase or a phase-transition progress/current-focus entry — upsert tasks/builds/{slug}/status.json (contract: schemas/build-status.schema.json, shape in spec §8.1), then run the ONE status-sync command:

This single command is the only status-sync mechanism you cite — it replaces the former generator + board-sync pair (now implementation details it calls, and unciteable: a CI grep-gate fails the build on any direct reference to either script in an agent file). It runs the generator, validates THIS build's status.json record before projecting it, then syncs the card.
Exit contract (defined once here): 0 synced (continue); 1 generator hard error (STOP the transition); 2 this build's record is invalid or unresolvable — marker [sync-status] INVALID_TARGET slug=<slug> reason=<reason> (STOP; fix and re-run); 3 board not synced or this build's card not projected — [sync-status] board reason=<reason> — remediation: <…> (record in progress.md, tell the operator in-session, continue — board is a view, not a gate). --expect-status <STATUS> asserts the record's status equals this transition's target.
Precedence. status.json is authoritative for build state. .phase is a derived projection — its content equals status.phase — written in the same coordinator step as the status.json write. On disagreement, status.json wins and the coordinator rewrites .phase to match.
Transition matrix (binding playbook rule — v1 enforcement is coordinator discipline; JSON Schema cannot enforce cross-field transition legality, spec §8.1). Forward chain (build-status.v2): SPECIFYING → PLANNING → BUILDING → REVIEWING → TESTING → FINALISING → MERGE_READY → MERGED. This coordinator owns → SPECIFYING (entry) and SPECIFYING → PLANNING (Step 10 handoff) only. Back-edges, each REQUIRING a blocker entry recorded in the same write: MERGE_READY → FINALISING, FINALISING → TESTING, REVIEWING → BUILDING. ABANDONED is reachable from any non-MERGED state. MERGED and ABANDONED are terminal — any further transition is a contract violation.
Activity log (log[]) — the operator's board-visible history (additive, schema-optional). Every stage-boundary status.json upsert ALSO appends to the record's log[] array. Append-only: never edit or remove an existing entry. Rules:
- This coordinator's appends: a

Counts over detail. No file paths, no agent names, no internal jargon, no transcripts. Good:"Spec accepted after 3 review rounds, 9 findings applied". Bad:"chatgpt-spec-review returned auto_apply_eligible findings on §7".- The board card renders
log[]newest-first as its## Activitysection — the card IS the operator's progress feed for an unattended session, and doubles as the compact build history later reviewers read. A missed append is a missed status write: same severity.
Hand-editing the generated current-focus block is a policy violation. Never hand-edit the region between <!-- STATUS:GENERATED:BEGIN --> and <!-- STATUS:GENERATED:END --> in tasks/current-focus.md — the next status-sync run (sync-status.mjs) regenerates it by design. The operator pointer block (outside the markers) remains this coordinator's to edit (Step 10).
Overwrite, don't append (control C2). When you edit the operator pointer block, OVERWRITE it — do not append a running history. Per-build history lives in tasks/builds/<slug>/handoff.md. The operator pointer block is hard-capped at ≤ 50 lines / ≤ 4KB (the verify-doc-size.mjs C1 budget measures exactly this region — see references/doc-size-budgets.md).
Board preflight — run ONCE, at context load, before the first status write. Confirm the board can actually be written to, rather than discovering it transition by transition:

If either check fails, tell the operator once, up front, with the exact remediation — record projects_board: { owner, number } in .claude/project-registries.json (travels with the repo, fixes every clone), or run gh auth refresh -s project (per-machine, the token lives in the OS keyring). Then continue; this is not a gate. Reporting it once at the start beats reporting it at every transition, and beats not reporting it at all.
Status sync is non-blocking on the board, but never silent. A board sync failure never blocks a build — the board is a view, not a gate. It is NOT swallowed, though: sync-status.mjs exits 3 and prints [sync-status] board reason=<reason> — remediation: <…> on any run that did not reach the board, surfacing the underlying [board-sync] NOT_SYNCED reason=<reason> signal with its remediation attached. When you see exit 3 you MUST (a) record it in progress.md AND (b) tell the operator in-session, in the same message as the phase transition, naming the reason and its remediation. Do not stop the build; do not bury it in a file. A line in a file the operator does not read is exactly how a missing projects_board config made every push a no-op across an unknown number of builds — the only thing that eventually surfaced it was an operator opening the board and finding an empty column.
Error handling.
- Board-sync failure (
NOT_SYNCEDmarker / exit 3) → record inprogress.md, report to the operator in-session, continue. Never a build stop. - Generator hard error (duplicate
STATUS:GENERATEDmarkers) → stop the transition and surface. Do not proceed on a phase transition whose status projection failed to write. - A status write rejected by
.claude/hooks/phase-lock.jsmeans thestatus.jsonwrite-allowlist did not land, or.phasedisagrees with the write path — fail loudly rather than silently skipping the status write.
Step 1 — Top-level TodoWrite list
Emit a TodoWrite list with one item per phase step. Update items in real time as they complete. The list is the operator's visible progress indicator. Include exactly:
- Context loading + set current-focus.md → SPECIFYING
- Branch-sync S0 + freshness check
- Intent intake + UI-touch detection 3a. Duplication / Strategy Check (Standard+ only) 3b. Grill-me Q&A (Standard+ only)
- Build slug derivation + tasks/builds/{slug}/ directory creation
- Mockup loop (conditional on UI-detect)
- Spec authoring 6a. claude-spec-review invocation (D5 cap, validateProjectContext preflight) 6b. Apply surfaced findings + persist log
- spec-reviewer invocation

Sub-steps may be added once context is loaded. Item 5 (mockup loop) may expand into many sub-items — one per round.
Step 2 — Branch-sync S0 + freshness check
Run before any other work so the brief is read against current main. Pause-and-prompt on conflicts; the commits-behind count is informational only (see the S0 auto-merge rule below — never refuse or demand a force flag based on staleness).
S0 auto-merge rule: Always proceed with the merge regardless of how many commits behind the branch is. The 31+ threshold is a warning only — it does not stop execution. Release the SPECIFYING lock and pause only when git reports unresolvable merge conflicts that require manual intervention.
Post-merge typecheck: If the S0 sync produced a merge commit, run npm run typecheck before continuing. If it fails, surface the full diagnostic and pause — the operator must decide whether to fix type errors introduced by main, or abort.
Post-merge diff summary: After a successful merge, print git log HEAD..origin/main --oneline. Then check whether any file in that range overlaps with the feature's committed change-set (git diff origin/main...HEAD --name-only) and flag any overlap explicitly: "These files from main overlap with your feature branch: {list}." Informational only — operator decides whether to investigate before proceeding.

Step 3 — Intent intake and UI-touch detection
Bug-driven intake branch. Before nominating a provisional slug or authoring
intent.md, check the operator's invocation argument. If the operator invokedspec-coordinator: <slug>AND a directorytasks/builds/<slug>/already exists ANDtasks/builds/<slug>/intent.mdexists with non-emptybugs:frontmatter:
- This is a bug-driven intake. The intent has already been authored by
bug-fixerat escalation time;<slug>is the canonical, ledger-bound build slug.- Do NOT re-derive the slug in Step 4. Use
<slug>verbatim. Step 4 becomes a no-op for bug-driven intake (directory already exists;bug-fixerStep 5b does not authorprogress.md).- Do NOT author or overwrite
intent.md. The bug-fixer-authored intent is the source of truth.- Create

Brief-reviewer offer. Before reading the brief, check whether the invocation argument resolves to an existing file path (a brief document) rather than a bare topic string. If it does, offer:
This looks like a brief file. Run
brief-reviewer: <path>first — Codex grounding (does this already exist, what does it touch, conflicts, duplication) + a ChatGPT "is this the right thing to build" pass, single round, advisory-only — before spec authoring? Reply yes or no.
If yes, execute the brief-reviewer playbook (.claude/agents/brief-reviewer.md) inline against the file — inline because brief-reviewer never spawns a sub-agent — then continue reading the (now-reviewed) brief below. If no, or the invocation argument is not a file path, proceed directly. This offer never blocks: brief-reviewer is advisory only and its output does not gate spec authoring.
Read the brief (provided in the invocation, or read from a file the operator names). Classify the brief along two axes:
Scope class: Trivial | Standard | Significant | Major per CLAUDE.md Task Classification.
- Trivial: reset
tasks/current-focus.mdtoNONE(release the SPECIFYING lock), tell the operator to implement directly, and stop. Use the existingbrief.mdflow — nointent.mdis produced. - Standard: may skip mockups and
chatgpt-spec-reviewif the operator confirms. Produceintent.md(see below). - Significant / Major: run full Phase 1. Produce
intent.md(see below).
Provisional-slug rule (Standard+): the operator nominates a working slug at intent capture time so tasks/builds/<slug>/intent.md has a writable path, and tasks/builds/<provisional-slug>/ is created at the moment of slug nomination — before any file write under that directory (including the ambiguous-classification progress.md record below). Step 4 ratifies (or, on operator decision after the duplication gate, renames) the slug. A rename at Step 4 carries any files already written under the provisional slug into the ratified slug directory.
Classification ambiguous (Standard vs Trivial): if the operator cannot immediately place the brief, default to asking one question: "Is this a single-file obvious change with no design decisions?" If yes → Trivial — no provisional slug or directory is created; reset tasks/current-focus.md to NONE and stop. If no → Standard — nominate the provisional slug and create tasks/builds/<provisional-slug>/ per the rule above, then record the classification decision in tasks/builds/<provisional-slug>/progress.md.
Migration rule (Standard+): in-flight Standard+ builds that pre-date this spec keep their existing brief.md; new Standard+ builds started after this spec ships use intent.md. The per-build progress.md records the brief.md → intent.md decision when an in-flight build chooses to upgrade voluntarily. Historical brief.md files are not retroactively converted — no retroactive rewriting.
Self-containment rule (brief → intent). When a Standard+ build starts from an existing brief.md (or any pre-spec input doc), the intent.md that supersedes it MUST be fully self-contained: intent.md alone is sufficient for operator review and for every downstream phase, and a reviewer never needs to open both files. Before marking the brief superseded:
- Carry over every material element of the brief — scope items, per-item acceptance criteria, verified current-state findings, constraints, and mockup focus. When the brief is itemised, add an
## Items(or equivalent scope-detail) section beyond the nine required sections to hold the per-item detail; extra sections after the nine-section schema are permitted (the grill log is already one). - Confirm nothing material is dropped — diff the brief's content against the intent before superseding.
- Add a one-line supersession banner to the top of
brief.mdpointing atintent.md(e.g.> SUPERSEDED by intent.md — finalised scope lives there; this file is kept for provenance only).
The brief is then retained for provenance only. intent.md is the single document the operator circulates for feedback. Do not leave material content stranded in the brief — that recreates the two-document problem this rule exists to prevent.

Step 3a — Duplication / Strategy Check
Skip condition. If
bug_driven == true(set in Step 3): skip Step 3a entirely. Fixing a known broken capability is not the same shape as proposing a new one; the check produces false positives. Record inprogress.md:Step 3a: skipped — bug-driven build (bugs: <list>).
Order invariant: Step 3 → Step 3a → Step 4 → Step 5 → Step 6, in this exact order.
This step runs immediately after Step 3 produces intent.md and before Step 4 derives the build slug. It does not run for Trivial builds.
Inputs (read at Step 3a)
- The just-authored

Multi-cluster and mixed-lifecycle tie-break rules
- Multiple clusters in Affected Capability Area: evaluate every Asset Register row whose cluster appears in the intent's Affected Capability Area, plus every in-flight spec touching any of those clusters. Step 3b — Grill-me Q&A (Standard+ only)
Runs after Step 3a returns recommendation = proceed. Skipped for Trivial builds and when Step 3a halted with stop or merge with existing capability. Order invariant preserved: Step 3 → Step 3a → Step 3b → Step 4 → Step 5 → Step 6.
Purpose: stress-test the intent through Q&A before downstream steps consume it. Spec-time is the high-value moment for design decisions; once the spec is committed, the plan and the build follow it mechanically.
Invocation
Invoke the grill-me skill with the just-finalised intent.md as the subject. The agent interviews the operator one question at a time, with a recommended answer per question, walking down each branch of the design tree until shared understanding is reached.
Question filter — business and UX only. The grill must ONLY ask questions the operator can answer from a product/business perspective. Technical questions (implementation approach, service dependencies, database schema, error handling, concurrency model, cluster fit) are resolved by the agent from the codebase — not asked. If a question cannot be answered without technical knowledge, answer it yourself by reading the codebase and record the decision in the grill log.
Topics the grill must surface (operator drives, agent prompts):
- What the feature does from the user's perspective — who uses it, when, and why
- What success looks like for the end user
- What is explicitly out of scope (user-facing behaviour, not implementation)
- UI/UX decisions — flows, states, labels, empty states, error messages the user sees

Recording
Append each round to tasks/builds/<provisional-slug>/intent.md under a new ## Grill-me Q&A heading after the existing nine sections. Each entry: numbered question, recommended answer, operator decision.
The <provisional-slug> is the working slug nominated at Step 3 per the Step 3 provisional-slug rule (tasks/builds/<provisional-slug>/ already exists by this point because Step 3 created it for intent.md). Step 4 ratifies the slug; any rename at Step 4 carries the grill log with the rest of the directory.
If the grill changes Problem Statement, Desired Outcome, Affected Capability Area, Non-Goals, Risk Surface, or Assumptions, re-run Step 3a — the duplication-check inputs have shifted.
Termination and soft checkpoint
The loop ends when the operator types done, complete, or proceed. There is no hard question cap.
Every 8 rounds, the agent emits a soft checkpoint as a one-line summary:

The checkpoint surfaces a natural stopping point and prevents runaway loops on large architectural initiatives. Hard termination keywords work at any point, with or without a checkpoint.

Step 4 — Build slug derivation + directory creation
Derive a kebab-case slug from the brief title (e.g. "Add live agent execution log" → live-agent-execution-log). If the proposed slug clashes with an existing tasks/builds/<slug>/ directory, append a date suffix (-{YYYY-MM-DD}) and warn the operator.
Create tasks/builds/{slug}/ if it does not exist. Create tasks/builds/{slug}/progress.md with an initial header and the phase-1 status table.
Upsert tasks/builds/{slug}/status.json now (status: SPECIFYING, phase: spec) — per § Status contract — then run node scripts/status/sync-status.mjs --slug {slug} --expect-status SPECIFYING. For topic invocations this is the build's first write and carries the log[] kind: "start" entry for Spec; for brief-file invocations Step 0 already wrote both — re-upsert idempotently and do NOT append a duplicate Spec start entry.
Write the derived slug back to tasks/current-focus.md: update build_slug: none → build_slug: {slug}.
The slug and directory must exist before invoking mockup-designer in Step 5, because the sub-agent writes to prototypes/{slug}/ and tasks/builds/{slug}/mockup-log.md.
Step 5 — Mockup loop (conditional)
Only runs if ui_touch == true AND operator replied "yes" in Step 3.
Reuse-check first. If tasks/builds/{slug}/mockup-log.md already exists AND contains the machine-readable status: complete YAML marker (written by mockup-coordinator Step 8) — meaning the operator already ran the mockup loop before invoking spec-coordinator — skip Round 1. Detection: grep for ^status: complete$ inside a fenced YAML block in the log; do NOT key off the prose ## Final state heading, since heading text is convention-only and brittle to formatting drift. Confirm with the operator: "Existing mockups detected at <path> (final round {N}). Proceed with these, or open another iteration round?" If they want a new round, drop into the dispatch loop below.
Dispatch pattern. A "round" is one mockup-designer dispatch followed by one mockup-reviewer dispatch. Every round runs both — never present a designer-only round to the operator. The pattern mirrors mockup-coordinator (see .claude/agents/mockup-coordinator.md for the canonical playbook; copying the loop logic here so spec-coordinator is self-contained).
Round structure. Each round takes a single input: feedback for the designer. On Round 1 the feedback is "initial draft per the brief, with the per-screen filename grounding instruction". On later rounds the feedback is either the prior reviewer's NEEDS_REWORK log (reviewer-driven re-round) or the operator's reply from presentation (operator-driven re-round). Either way, one round = one designer dispatch + one reviewer dispatch + one verdict.
Steps within a round:

- NEEDS_DISCUSSION — summarise the reviewer's question in CEO-level language to the operator, get direction, then start the next round with the operator's direction as feedback.
- CLEAN (first time this loop) — run the mandatory visual polish round per
mockup-coordinator.md § Step 5a(oneround-type: polishdesigner round, craft only, layout/scope/copy frozen, then re-review with Axis 5 primary). Skip only on explicit operator instruction, recorded inmockup-log.md. - CLEAN (post-polish, or polish skipped per that rule) — proceed to operator presentation.
Operator presentation (only after CLEAN):
- Print the mockup path(s) as markdown links. The operator can open the file in a browser to click through.
- Prompt: "Mockups ready at
<path>. Reviewer cleared grounding and simplicity ({rounds} review round{s}). Reply with feedback for the next round, or complete when you're done iterating." - If reply is
complete(or "done", "ship the mockup", "approved") — exit the loop. - Otherwise — start the next round per the round structure above with the operator's reply as the designer's feedback. The next round runs the full designer + reviewer pair; whether the operator sees the result depends on that round's verdict, same as any other round.
No iteration cap. Every round (whether triggered by reviewer NEEDS_REWORK or operator feedback) runs through the full designer + reviewer pair before reaching the operator. Each round's input/output is appended to tasks/builds/{slug}/mockup-log.md (designer) and a fresh mockup-review-log-round-N-*.md (reviewer) so the audit trail survives.
When the loop exits, record the final mockup paths in tasks/builds/{slug}/handoff.md under a mockups: field, alongside the capture manifest (prototypes/{slug}/_captures/manifest.json) and behaviour manifest (tasks/builds/{slug}/behaviour-manifest.md) the designer produced this round. These artifacts become the design source of truth for spec authoring; persist all three so none is dropped between the mockup loop and Phase 2.
Step 6 — Spec authoring
Write the phase marker:

This signals to the phase-lock hook (.claude/hooks/phase-lock.js) that the
coordinator is now in the spec phase. The hook enforces the spec-phase
allowed-paths matrix on all Edit/Write/MultiEdit calls until the next phase
transition.
Also upsert status.json in this same step (phase: spec) — per § Status
contract — so .phase's content matches status.json.phase before any
Edit/Write is attempted under spec-phase enforcement.
Bootstrap note: the v2.13.0 build that introduces these phase markers does not benefit from its own enforcement — the hook is not yet deployed during this build. New builds post-v2.13.0 adoption get the markers automatically.
Reasoning discipline: invoke the fable-mode skill (.claude/skills/fable-mode/SKILL.md) before drafting and keep its gates active through Step 6. Gate 1's kill-criteria check is pre-satisfied by the Step 3a duplication result, which has already run by this point — the Step 6 preamble cites that result rather than re-running the check (a 3a hit means the spec should not be authored). Gate 2's verified/inferred/assumed tags apply to the spec's framing assumptions.
Author the spec using docs/spec-authoring-checklist.md as the rubric. Write it to tasks/builds/{slug}/spec.md — the canonical spec location for the whole pipeline (feature-coordinator's spec-conformance gate, finalisation-coordinator's auto-resolve table, and this coordinator's Step 3a duplication scan all key on it). Back-compat: repos with a pre-existing dated-specs directory convention (e.g. docs/**/specs/{YYYY-MM-DD}-{slug}-spec.md) may keep authoring there, but MUST then also create tasks/builds/{slug}/spec.md as a stub that links to the real spec — downstream gates only check the canonical path.

Launch-state restriction: at first registration, only Inception (no production traffic yet) or Growth (live but actively iterating) are valid values for Lifecycle state on launch. The full six-state enum (Inception, Growth, Mature, Declining, Sunset Candidate, Sunset) is tracked on the Asset Register row in docs/capabilities.md and progresses across subsequent builds; the Lifecycle Declaration captures only the value at this build's launch.

Sizing restriction: the Sizing column must be exactly one of S, M, or L. Numeric estimates are prohibited (false-precision class — they imply precision the estimate does not have). No half-buckets, no ranges, no numeric values. This is binding.
If the brief was UI-touching and mockups were produced, the spec MUST reference the prototype paths in its UI section and treat the mockups as the design source of truth.
Interaction behaviour pull-through. When a UI-touching spec is authored AND a behaviour manifest exists for the slug (tasks/builds/{slug}/behaviour-manifest.md, authored by mockup-designer Step 3c), pull its content into the spec under an ## Interaction behaviour section. Layout lives in the mockups; this section carries the behaviour contract (reveal model, interactive states, async states, transitions, primary-action feedback, input behaviour) into Phase 2 so the plan and the builder honour it, instead of the behaviour being lost between the mockup round and the build. This is the load-bearing link; do not skip it when a behaviour manifest is present.
Step 6a — claude-spec-review
Prerequisite preflight: before invoking claude-spec-review, call validateProjectContext (Chunk 8 helper at scripts/review-coordinator/validateProjectContextPure.ts) with the PROJECT_CONTEXT block, mode 'spec', and the tenant-data-touch detection result from §3b.

A spec that hits the cap with open CHANGES_REQUESTED surfaces the remaining findings to the operator and proceeds to Step 7 without further Claude review iterations.
Step 7 — spec-reviewer

Status enum transitions SPECIFYING → PLANNING (v2: Phase 2 owns plan authoring, so Phase 1 hands over at PLANNING rather than BUILDING).
Also upsert status.json in this same step (status: PLANNING; phase unchanged) — per § Status contract — then run node scripts/status/sync-status.mjs --slug {slug} --expect-status PLANNING.
If status was already BUILDING or REVIEWING for a different slug, refuse and prompt the operator (concurrent-feature collision). Do not overwrite a different slug's state.

spec-reviewer hits MAX_ITERATIONS = 5: Continue to Step 8. Add a note in tasks/builds/{slug}/handoff.md under "Open questions for Phase 2" that directional review is operator-owned. Do not block.
Operator says "stop" mid-mockup loop: Save the current mockup state. Write phase_status: PHASE_1_PAUSED to tasks/builds/{slug}/handoff.md and exit. The operator resumes by re-launching spec-coordinator — the SPECIFYING lock invariant in Step 0 detect
