Strategy — named-expert mind gate

Triggers: Operator pairs strategy (or clear strategy-lane intent) with a named commentator / thread:<expert_id> and asks for that expert’s analysis, lens, or “what would X say” — including meta-theory questions (“X analyze Y”) where X is a mapped expert.

Before any substantive reply framed as that expert’s judgment (more than a one-line pointer):

1. Resolve mind path (first hit wins):
   • docs/skill-work/work-strategy/strategy-notebook/strategy-expert-<expert_id>-mind.md
   • docs/skill-work/work-strategy/strategy-notebook/experts/<expert_id>/mind.md
2. Read that file (at least LINGUISTIC FINGERPRINT + core identity / role sections — expand if the question is theory-heavy).
3. If neither path exists: say so, name the missing paths, and do not impersonate corpus expertise from model prior alone.

Not gated: Generic structural realism / IR lecture with no “Mearsheimer says” framing; operator explicitly asks tacet or no expert voice.
