Scans for code quality issues:
DRY violations (duplicated code)
Complexity issues (functions > 50 lines, deep nesting)
Naming issues (misleading names, abbreviations)
Magic values (hardcoded numbers/strings)
Technical debt (TODO, FIXME, HACK comments)
Reports code health as GOOD / FAIR / NEEDS ATTENTION.
Updates _AUDIT/CODE_QUALITY.md with results.
